Ensure your pallet racks are inspected by a qualified person as per the new storage rack requirements of WorkSafeBC’s Storage Rack Regulation 4.43.1 which came into effect on January 1, 2018.

Ensuring Safe, Efficient Warehousing
Storage racks, such as common pallet racks, are widely used because of their capacity to bear substantial weight. When loaded properly and shielded from forklift collisions, they are secure. However, they can be a hazard if not properly installed, inspected, used, or maintained. The may racks become unstable or collapse, posing serious risks of injury to workers.
Factors that can increase the risk of injury include:
· Overloading
· Poor maintenance (resulting in deterioration)
· Unsafe loading practices
Instances where workers unintentionally harm pallet racks might lead to hesitancy in reporting the event, allowing other damages to escape notice. Performing regular pallet rack inspections in your warehouse is crucial to address hidden or unreported problems.
Frequency of Racking Inspection
WorkSafeBC Regulation 4.43.1 section 8(ii) states racking must be inspected “at regular intervals that will prevent the development of unsafe working conditions. It’s important to note that WorkSafeBC does not specify a time period. This is because inspection frequency should be based on the hazards specific to the individual facility and the potential for serious incidents.
Nonetheless, it’s recommended to have a CSA-qualified individual inspect your warehouse racks at least annually. Ideally, you’ll have a staff member capable of more frequent pallet rack inspections. This is especially important for areas characterized by:
· High traffic
· Narrow aisles
· Previous damage
Inspections should occur monthly to biannually, based on the susceptibility of different warehouse areas to damage. Additionally, immediate inspections should follow any pallet rack damage, underscoring the necessity of having an available staff member capable of conducting these inspections.
Beyond Periodic Inspections
Apart from integrating inspections as a routine practice, consider conducting them under the following circumstances:
· When installing a new rack
· At the commencement of a corporate safety drive
· Upon repairing any of your racks
· Following an earthquake in your area
· Upon acquiring a new warehouse
· When a WorkSafe BC compliance officer will be visiting or has visited and issued a corrective order
It’s advisable to keep a record of each assessment, including schedules and results, for easier future inspections. If you identify gaps in documentation regarding previous inspections, it may be prudent to schedule one, ensuring you remain up to date for future assessments.
